Proposal
Proposal 1 - [Joe] Reserves for workstreams
  • Tension: There was a public debate about whether or not workstreams should requests “reserves” which focused on the FDD Season 13 Budget Proposal
  • Proposal: Ratify that 1 full season of reserves is a right of structured workstreams provided they transparently accounted for the previous season. This means a workstream will request double their season budget (less any reserves left over - excluding treasury management gains).

    • Contributors in GitcoinDAO should always know that their “employer” workstream has 90 days of runway for their mental health
    • Workstreams didn’t get their funds until 1.5 months after Season 12 ended. It was a bug on Tally this time, but there always seems to be some delay.
    • It seems as though we all agree reserves are reasonable, but have some differences on how much
    • Do we need to talk about the “using GTC price on the day it is moved to Tally, whichever is lower” clause?
    • Tl;dr
      • 90 days of reserves for a structured workstream
  • Clarifying Questions:
    • Kyle: For each of the workstreams - Joe - up to 90, it is a right of a structured workstream
    • Annika: It’s a right not an obligation.
  • Reactions:
    • Jodi: I like it to be an ‘up to’ amount.
    • Sean: Concern about how such a high amount can impact GTC plus also perception by stewards
    • Lindsey: Supportive to have a standard given gov delays. Not sure on how to settle on amount, hesitant on mechanics.
    • Annika: A company wouldn’t request such reserves, so an analogy here. There should be trust. Should we not fixing underlying gov issues?
    • Kyle: 45 seems appropriate. We are not talking about workstreams
  • Amendments:
    • Joe: we need to find balance between just enough / too much. Would like to pass without amendments
  • Objections?
    • Sean and Kyle object to 90 days. Too drastic a measure for what we are dealing with here.

    • Would be 60 days be okay?
    • Kyle is OK to this
