1. Should there be 2 Project templates 1 for seasonal funding, 1 for new projects?

This seems like an option to ensure projects are able to reach quorum using a sliding scale from season to season. But It doesn’t take into account the possible sybil occurrences that could potentially impact quorum itself. Which ideally, we should address first.
-New projects have not had an issue reaching quorum. -Seasonal projects have been unable to meet quorum due to the number of proposals on the forum that need to be voted on prior to each Season. Possible solution - quorum for new projects stays the same, quorum for seasonal projects gets adjusted at the beginning of a new season based on the quorum average of seasonal projects from the previous seasonal proposals
