PART I: PROPOSALS (40')
  • Proposal 1 - Proposal to break out Community XP + Ops out of the FDD budget ( $40k (+$30k), $44k (+$21k) ) [Kevin]
  • Tension: Budget for onboarding & cross stream should be governed by those people
Options outlined in FDD Q4 Budget Proposal on Gov Forum
  • FDD estimated CSDG budget for Q4
    • Community XP - $40k (Up $30k from Q3. Does not include Kris or other salary amounts)
    • DAOops - $44k (Up $21k from Q3. Includes one FTE salary)
  • Clarifications
    • Joe: Who would be on the multisig and how can it represent each workstream fairly? What would be the process for legitimately updating participants?
    • Scott: What do we consider DAOOps vs Public Goods Funding related? How do we determine what's X-dao and what's not?
    • Loie: does this require having a separate multisig - ideally yes
    • Kris: PG funding WS its own WS? It would be good for reasons of legitimacy.
  • Reactions:
    • Huxwell: Multisig needs to be governed by representatives of all the WSs.
    • Scott: Remapping what should or should not belong under this. Eg devops should this belong under this?
    • Joe: cross stream dao ops overview was created by me, want to make clear FDD wouldn't be governing this. Options in its own stream, keep it here. If own stream, who will administer payments + designing what governance mechanisms are needed. Worries that if it's in another stream, not sure if it's more legitimate. Risk that this could lead to split offs in the dao and deeper disagreements.
    • Loie: Looks like we're creating a Workstream by itself. There could be some legal liabilities here. Support this proposal.
    • Alp: Proposal makes sense.
    • Fred: Gitcoin ambassadors how should they be funded, could become a part of this, this lives a bit apart atm
    • Armand: great idea to use separate multisig but maybe keep it as it is right now. Based on current model could continue work as it is now
    • Brittney: no comment
    • Kish: keeping as is.
    • Linh: no opinion
    • Chris: some context missing. efficiency component missing.
    • QZ: no feedback
    • Kris: there's been confusion about various cross stream ops activities (like pay) that would prob be solved by this proposal. i'm in favor of it having it's own multisig

    • Adding an LLC to counter liabilities
  • Objections: Maybe not do an LLC with this proposal

  • Proposal 2 - Move accounting (Contributor payment administration) & legal squads into DAOops [Joe]

    • Tension: would be beneficial to separate execution in FDD, because this is not just FDD only but DAOOps

      • Kris: Fulltime or not? Christine would go fulltime on this. Legal: two of them are official contribs
      • Loie: Is this about hiring or not? No, Christine is hired by FDD. Should the squads move into DAOOps. Would be good to move operational pieces here.
      • Kyle: Will the funding for these squads then also move out of this? All of that ops budget would move to the crossstream DAO.

      • QZ: would like to agree on common accounting standard, that would be cool to add to proposal

      • Huxwell: support! Moonshot was also trying to figure out compensation stuff, would like to have more than 1 lead for this stream. maybe we shouldn't have a lead for this WS, or if we do maybe it should be a founder of gitcoin
      • Kish: agree with Joe, but i don't understand the complete complexity of shifting it from 1 stream to another
    • Integration: let's take it at the speed that the workstream participants relevant to this shift can best do it

  • Proposal 3 - lower the voting treshold on Tally to min. 500K delegated GTC instead of current +1m treshold - tabled until next week
    • Linda, Austin, Trent & Lefteris are the only people who can post on Tally
    • Eg 500K would allow for 8 people to post

  • Proposal 4 - Set up a weekly DAO update event like the core team has [Joe]
    • Each Initiative lead can give a brief update on their accomplishments and what they are working on
      • Example - MMM has the Events Lead, Design Lead, etc. FDD has Anti-Sybil, Policy, Eval Squads, Research. and so on
      • Suggest using Airmeet - Streams to youtube easily. Allows for breakout tables. Emoji reactions. Easily bring people up to stage. Chat. Questions feature with upvoting.
      • Potentially combine with core team on Tuesdays. Core team presents 10:30-11:15. DAO 11:30-12:15. Hangout after....
      • This would reduce time required in getting DAO updates from 5 different hours of mtgs each week, to one 1 hr mtg regularly scheduled
