How Proposals Work

For each framework/contract, (1) get the metadata names (title, description, etc.) for a single proposal, (2) how to pull the list of all proposals, and (3) a general description of how proposals are used, if at all.

If we’re aggregating proposals from multiple sources (necessary for ANY off-chain proposal management), then either (1) each separate service will need to determine their own proposal counters or (2) the daoURI endpoint itself is going to have initialize these proposal counters.

Massive scope increase: but do we have to deal with this?
