Replace DAO Work's Coordinape by Unit budgets + Praise

(to enter into effect retroactively from April 1st 2023)

Contribution accounting has been calculated via a monthly Coordinape circle for the DAO Work Units. This process has failed as the membership is too fluid and often lacks enough context.

This proposal replaces said broad Coordinape circle with:

a monthly budget of Points (equivalent to Coordinape points) to be allocated to each DAO work Unit, and then distributed to members as the Unit sees fit.

a retroactively defined budget of points to be distributed via Praise quantification for additional contributions made for DAO Work.

Moreover, the points will have a 3 month vesting schedule, whereby the DAO can withdraw previously attributed points from a Unit and/or a member via our 🤔
Decision-making
 process.

Each Unit will have to define a set of deliverables and propose their budget to be approved by the community.
