NEW GOVERNANCE FRAMEWORK
Notes
  • HUGE thanks to Jake and Stake and hirokennelley.eth for compiling new version of doc
  • Would like to start testing governance framework next week based on result of this call
    • Lazy consensus for multi-sig owners and nomination process for Talent Scout
  • Document Dive In
      1. Membership consists of 3 tiers - Pupil, Scribbler, & Scribe
          • Pupil is more of a lurker. Doesn't contribute and cannot participate in governance or volunteer for paid activities
          • Scribbler are looking to contribute but have not demonstrated contributions yet. To achieve Scribbler tier
            • Pass the writing or editing test - signals that you are interested in contributing
            • Once test(s) is passed, to Scribbler must contribute to 3 tasks for WG to showcase and demonstrate dedication to contributing
              • Writing or editing for Newsletter or EPA
              • status changes to Scribe as tasks are completed
                • Statuses will be updated on a monthly basis using POAP verified roles mechanism discussed on call (See below for more info)
          • Scribe are active contributors and are eligible for member perks such as:
            • Governance roles, multi-sig owner, can participate in governance
            • Must continue to contribute by completing 3 tasks for WG to maintain Scribe status
              • hiro asked if this will be applied to role holders as well?
                • Ap0ll0 explained he expected role holders to adhere to same standard. Current role holders are already meeting that criteria
                • nonsense and Samanthaj agreed that managing 3 tasks is leading by example and it shouldn't be hard. If too difficult, maybe role holder should offload some work.
            • Scribe status can be lost at end of Season if quota of 3 tasks haven't been met, but can reacquired within a month once 3 tasks have been completed as Scribbler
              • hiro asked if administrative tasks will count as 3 tasks
              • as it stands right now, no administrative tasks count.
              • A discussion will continue about how to address bounties with admin work.
          • A question brought up was how is this to be recorded and how will tags will be assigned or unassigned?
            • Sam proposed Scribbler adds their first 3 bounties to achieve Scribe status
            • Ap0ll0 can verify Scribe status at end of season. He believes Gov Coordinator will assign or unassign tags
            • nonsense answered we can use POAPs to verify roles. Distribute the POAPs on a monthly basis and then the tags will be assigned based on POAPs
            • Ap0ll0 offered that we can whitlelist addresses to receive POAPs and determine statuses at remuneration time
              • It's not much work and is already currently being collected. Ap0ll0 would just have to make a list to give to Gov Coordinator
            • Gov Coordinator will be responsible for creating POAP and adding addresses from list Ap0ll0 provides

      1. Elections on cycle and off cycle
          • All roles and multi sigs owners will remain in place with lazy consensus
            • A poll will go up if Scribes are ok with leaving role holders and if there is at least 1 objection, election process will start
          • 1 week nomination period and 1 week election period will follow 1 objection from lazy consensus
            • Scribes can not nominate themselves. They must be nominated by another scribe
            • Nominees may accept or deny the nomination. If they accept, they must provide the following:
                1. Contributions to the Guild and DAO
                1. Qualifications for the position
                1. Why they want to be elected
                1. Additional sponsors (prefered, but not required)
            • When nominated, the Governance Coordinator will reach out to nominees and inform them of the process as a part of their responsibilities
          • 1 week election process will follow
            • Anonymized using poll master using rank choice voting
            • Even if there is only 1 nomination for a role, there will still be an election
              • It's important to ratify that role through governance
Action Items
Ap0ll0 will get list together of current members that meet Scribe and Scribbler status based on previous remunerations
Additional discussion points from today's meeting need to be added to governance framework
We didn't get a chance to address off cycle elections and roles. We should complete this task async. Doc is 60%, let's work to get it 100% and reconvene next week.
