NEW GOVERNANCE FRAMEWORK
  • Governance Doc Review - Discussion around the activity requirement to have Scribe level - is there enough work to go around, is it punitive to drop people a level? - What onboarding / offboarding benefit does it serve? - How does someone who has not done the three pieces per season catch up? - Expansion of Guild means there might not be enough work for everyone. - It’s not just maintaining Scribe level that might be an issue - it’s also the way to achieve the level right now. - Participation in Client Services - Sam and Frank feel there is probably another level of gating req for access to that work - other than passing writing and editing test. - Over 200 people with WG tag but only a subset are actively involved. Scribe role gives us opportunity to know who is active. - Ap0ll0 - looking at latest remuneration (3 weeks ago) Scribes x 23 and Scribbler x 16. - Need to ensure people aren’t penalised for being out of office, taking time away where needed. - Expanding scope of what it means to be involved - not just writing tasks but holding a role, regular meeting attendance, meeting notes etc. could also count. Could look at Scribes being responsible for assessing writing / editing tests to decentralize that process. - Ensuring quality not quantity is important. Quality is a subjective measure. This is more about engagement than output. - Suggestion from Sam: spend a season doing research and thinking deeply and talking with our gov coordinator and potential GSEs and discuss this offboarding stuff for Season 4....seems too nuanced to decide today and it feels like this gov doc needs to get ratified pretty soon. - nonsense - we could put all current active members into the Scribe role now, and then not apply the activity requirment until this is discussed further and decided as a group. +1 from Trewkat on this. - Outcome > look at expanding what tasks will count, but offboarding process is valued and we need to be able to ensure we have active members running the Guild. - Nomination period for role holders - Lazy consensus What happens when there is a tie? Not sure about the concurrent nomination / consensus period - streamlines it to have the concurrent but does this sacrifice the opportunity for people to have adequate input? As people can’t self-nominate then one vote against the consensus would trigger an election. FF and nonsense - opportunity for roles should be made available via term limits, to prevent people staying in the role endlessly. Apprentice / bounties to ensure skill-sharing and transition between role holders

    We didn't get a chance to address off cycle elections and roles. We should complete this task async. Doc is 60%, let's work to get it 100% and reconvene next week.
    1. Elections on cycle and off cycle
        • All roles and multi sigs owners will remain in place with lazy consensus
          • A poll will go up if Scribes are ok with leaving role holders and if there is at least 1 objection, election process will start
        • 1 week nomination period and 1 week election period will follow 1 objection from lazy consensus
          • Scribes can not nominate themselves. They must be nominated by another scribe
          • Nominees may accept or deny the nomination. If they accept, they must provide the following:
              1. Contributions to the Guild and DAO
              1. Qualifications for the position
              1. Why they want to be elected
              1. Additional sponsors (preferred, but not required)
          • When nominated, the Governance Coordinator will reach out to nominees and inform them of the process as a part of their responsibilities
          • We can use a 3rd party to collect nominees’ campaign statements and post them all at the same time
        • 1 week election process will follow
          • Anonymized using poll master using rank choice voting
          • Even if there is only 1 nomination for a role, there will still be an election
            • It's important to ratify that role through governance

    • Secretary and Guild Coordinator roles are up for ratification
      • A poll will go up today and be open for 48 hours. If 1 vote against ratifying roles, then election cycle will commence.
      • Please no chatter in polls channel, there will be a new thread started for poll conversations
    • Talent Scout is up for nomination
      • After Guild Coordinator and Secretary polls are complete, week long nomination process will start for Talent Scout
    • We still have some granular issues to address within the governance framework doc, hiro proposed that we address these in S3 at the beginning of S3 and regularly update the governance ASAP and continue to update it
      • We can continue to meet weekly as we have been doing, except the next 2 weeks
