Retrospective Grant Request

Following the conversation under #imn-general channel, I (Ts_words) propose to distribute a retroactive grant to BankelssCN, Chinese International Media Node for Season 2, my rational are below for your consideration. 

S2 Original proposal

BanklessCN has been allocated 38k BANK in this proposal as a participating node to fulfill all KPIs stated.

The Issue 

Below record was first published in reference with S2 final KPI tracking and grant allocation:

In this I noticed that we had been allocated 28K BANK in total, while our node has virtually fulfilled all KPIs target this season. To my curiosity, I DM GPe and was told that total max budget for our node is 24K, which had me confused further so I raised the question in the channel and PaulDE answer that the max budget for each node is 38 per original proposal, and that BanklessCN had been rejected for 10K as not meeting some part of the KPIs, hence the long conversation in the channel and I do apologies for the long thread. 

Assessing what everyone is saying, there are 2 x possibilities or KPIs that some deemed BanklessCN had missed:

not meeting KPI 1 by end of Oct

not meeting KPI 3 Nov growth, as by 31st Oct KPI1 was not unlocked.

I request that the guild consider retroactive grant to allocate the full 38K BANK that was intended for BankelssCN:

I started in 22 Oct and raised the concern back then to PaulDE that BanklessCN want organic growth, no spamming the bankless name just to meet KPI on time, and I raised this in the channel as well (due to bDAO channel revamp, chat history no longer accessible), and hence the final forum proposal removed due date for meeting KPI.

Anyways we achieve KPI1 reaching 50 followers in the first week of Nov, so we are entitled for KPI1 as forum proposal did not mentioned a due date for KPI1.

Some believe this is the real reason is BanklessCN didnot unlock KPI1 end of Oct, therefore by default cannot unlock KPI3 for the growth factor. To this:

We achieve KPI1 roughly first week of Nov, so in my opinion KPI1 has been unlocked since early Nov

KPI3 is relating to growth, so we should focus on growth metrics, not the technicality of when KPI1 was unlocked -as this defeats the purpose of KPI3 which is growth. Growth we did by any measures, we had 32 followers end of Oct and by Nov we have 193.

if “you didn’t have KPI1 unlocked to unlocked KPI3” was the only reason that some go against BanklessCN receiving the the full intend budget allocation, I urge you to consider bDAO mission and what is more important here, and not get bogged down with technicality here as growth we did.

Some wonder why I’m so persistent on the fund - because we adopted sub-DAO structure and all the fund is going to contributors in our channel who deserves to be paid, I felt obliged and responsible to do so.

Please see reference materials below to demonstrate how we managed our operation and fund, I trust you will understand the time and effort we put in this season and how having the full 38K intended fund is critical for our operation.
