The guild coordinator should have access to the entire region, so they can facilitate changes as needed. After that, it's a matter of giving authority to those who can make the most use of it, and only in the areas they need the authority. This prevents accidental nuking, and compartmentalizes the damage when that happens. In general, open access when it's beneficial, closed when it's unnecessary. And keeping as many at the guest level as possible prevents financial overhead
