There is an evident decline in participation and retention from first-questers in the dev-guild.

To hopefully combat this, I hope to incentivize first-questers to be more active in the dev-guild and contribute to more projects.

My first step in doing so is by making it easier for first-questers to participate in bounties by reserving low-priority bounties to first-questers.
