Summary
In Season 1 the Biz Dev Guild was granted 354,000 BANK for the purpose of supporting guild initiatives. Below we itemize the distribution of this grant, including 92,000 that we wish to roll over to the S02 budget.
Below we itemize our proposed budget to be sent up to the Grants Committee as soon as practical, and no later than 27 September.
In order to properly distribute these funds we need a base from which to build upon. We propose this genesis governance framework (which covers most areas in need of funding within our guild) as a starting point to manage guild funds.
Background
Guilds receive funds from the Grants Committee to create thriving guild operations. 
This proposal focuses on the use of guild funds and considers what it takes to create thriving guild operations. This proposal also lays out a framework by which we agree as a guild to make decisions relative to our guild funds.
Guild members will collaboratively direct the Biz Dev Guild Multi-sig, which will follow the decisions made via this governance framework to execute "the will of the guild."
Goals for this Genesis Governance Proposal
In order for this framework to effectively work towards these above mentioned goals this genesis proposal needs to:
  • Define clear process so everyone has equal access to participating in the guild treasury governance
  • Define genesis guild roles and funds that will be allocated to them for season1
  • Provide guidelines for creating proposals and making good decisions as a guild

This framework should guide all but the simplest proposals that can be put to vote straight away.
Note: if your idea doesn’t require guild funds or addition/revision/depreciation of a guild role or active program then you probably don’t need to use the rigor of this process and can probably do temperature and awareness checks via messages in the appropriate Discord channel(s).

      2. Vote poll should be open for minimum 3 days to maximize participation
    3. All binary (yes/no) type votes require a 60% consensus to pass, all non-binary votes or variations required must be defined in the proposal and clearly state thresholds/mechanics for a successful consensus.

  • Salary: 7,000 BANK per week
  • Incumbent Elect: Coach Viking Daniel
  • Purpose: Keep guild connected, organized, and sharing transparently across the DAO
  • Responsibilities:
    • Maintain a weekly agenda
    • Facilitate weekly guild meetings
      • Manage meeting setup & calendar event
      • Event reminders
      • Moderating meeting flow & agenda
    • Take notes (or otherwise collect) during weekly guild meetings
    • Represent the guild during DAO Community Calls
    • Welcome & direct new members
    • Moderate discord channels
      • Minimize silos
      • Encourage collaboration
      • Allow individual contributors to stay up to speed at a higher frequency than async updates
    • Maintain the Guild’s Notion page
Governance Coordinator
  • Target Engagement: 7 hours per week
  • Salary: 7,000 BANK per week
  • Incumbent:
  • Purpose: To ensure we adhere to our governance process and act as a guide to help members self-navigate/participate
  • Responsibilities:
    • Act as a guide to people interested in writing proposals and navigating the governance framework
    • Monitor that we’re following the agreed to framework and provide feedback and advice where we’re not (i.e. highlight that perhaps a revision proposal to the framework appears to be emerging)
    • Encourage awareness and participation in proposal feedback and votes
    • Ensure that multi-sig signers are aware of concluded vote results and executing transactions
Biz Dev Ninja
  • Target Engagement: Varies
  • Salary: None
  • Incumbents: @intlcapitalist, @grendel, @gecko007
  • Purpose: Reach out to different DAOs to build relationships, and promote Bankless DAO products
  • Responsibilities:
    • Build community among DAOs
    • Host introductory calls with key stakeholders at other organizations
    • Build relationships that will lead to revenue generating opportunities for Bankless DAO products
    • Coordinate co-promotion of product launches, events, and other news within the DAO Community
Role Governance Process
  1. Seasonal Elections
    1. Salaries are defined and roles elected each season as part of season kick-off proposal
    2. We’ll collect nominations for existing roles as a new season approaches
    3. Voting will be done in #bizdev-general channel with Sesh poll(s)
  1. Revising Role Definition
    1. Proposal to modify the responsibilities or salaries of the roles may be proposed at any time via this guild governance framework

BD Guild Budget(s)
Season 1 BANK distribution
In season 1 the Biz Dev Guild was granted 354,000 BANK for the purpose of supporting guild initiatives. We have chosen to allocate that capital in the following manner:
  • 28,000 BANK to Viking for Role (Guild Coordinator)
  • 28,000 BANK to Bo for Role (Governance Coordinator)
  • 38,000 BANK retro pay to Grendel
  • 58,000 BANK retro pay to Viking
  • 100,000 BANK to be divided evenly among guild members who have contributed to the guild for more than six weeks and who have filled in this survey to qualify themselves.
  • 10,000 BANK for bounties
Note that we will not use our full 354,000 BANK grant in season 1, so 92,000 BANK will be provided back to the DAO as a result (or rather, deducted from our next budgetary request).
Season 2 Budget
At our Guild Call on 16 September 2021 and following discussions we agreed on the following:
  • 84,000 BANK per role for the season (x2 = 168,000 BANK)
    • Viking occupies the Guild Coordinator role for S02
    • Bo occupies the Governance Coordinator role for S02
    • We may identify one to two more roles during the season, and fill the role with an appropriate guild member
  • Bounties: 50,000 BANK
  • Coordinape: 150,000 BANK (End of Season Distro)
Budget Request
Acknowledging that we may ask the Grants Committee to fund additoinal roles during the season, the total budget request will be 368,000 BANK <less> the 92,000 unused BANK from S01. We will request a grant of 276,000 BANK for S02.
Fiduciary Duties
  • We must challenge proposals and establish milestone-based payments, coordinapes, holdbacks, and/or payment streaming; we will not pay lump sums, nor will we pay in advance of delivery for projects & proposals.
  • We will transparently share the guild treasury balance and anticipated end-of-season dates so that we can monitor our burn.
  • We will be judicious about our capital investment, ensuring that BANK is utilized with high efficiency.
